A general refuse container takes non hazardous material that cannot practically be separated into a recovery stream. The exclusions are the standard list and they apply without exception. None of these become acceptable by being buried under other material.
Mixed waste costs more per tonne to process than any separated stream, because somebody or something has to sort it before anything can be recovered. It also means that every tonne moved out of the mixed container and into a recovery stream reduces the total bill, usually by more than the additional container costs.
The practical route to a smaller residual container is to identify what the premises or the project produces in quantity and give that its own capacity. Cardboard, timber, metal and hardcore are the usual candidates. What remains after those are separated is genuinely mixed, genuinely small, and appropriately sized in a container that collects less often than it used to.
Mixed containers attract additions from people who did not order them, particularly when they sit on or near a public route. Positioning matters, and so does keeping the door end closed outside working hours. A container that has accumulated somebody else refuse overnight is a cost transferred directly to whoever booked it, and it is a difficult thing to prove after the fact.
Wet weather is the other practical issue. An uncovered container filling with rain adds weight that counts against the allowance and achieves nothing, and saturated material is unpleasant to handle at both ends. Where a container will stand for more than a few days in exposed conditions, a sheet over the top is a small effort with a measurable return.
